My friend would like to know how would you clean out rust that is starting in a paint chip of a car? Should you spray the bare metal surface with a primer before applying touch up paint after cleaning the rust?
Since it is a small paint chip, I would do the following…
Using a Q-Tip, apply a little rust dissolver, like Naval Jelly (at auto parts stores) and let it soak and sit on it. Rinse off. Then, using masking tape to protect the good paint surrounding the small chip, I would use a Dremel moto-tool with a small wire wheel on it to clean off the residual rust, if any. One the bare metal I would use dupli-color touch up paints in the tiny applicator bottle brush combo. They come in primer, color coat and clear, although the clear coat probably isn’t necessary. Lightly dab the paint on with the brush that is in the bottle. Masking the surrounding area works great, even on tiny areas. I have used a paper hole puncher to make a nice small hole in a 2" wide masking tape. Barely noticeable when done, you’ll have to search for it.

I do it in steps, first stiff steel bristle brush, steel wool, ospho, black spray can primer, paint, wet sand, clear coat.
ospho, if you didn’t know, is a green solution that breaks down rust. comes in quarts and gallons, you will probably only need a tablespoon or so.

The first thing you need to do is sand the rust off and sand the paint edge around the area to feather this edge. this is so the new paint will not chip out and also to hide the edge. Next it would be good to use a metal etching acid or an etching primer, you can get these from an auto body supply store. Next spray several coats of primer on building up to be even with the painted surface, then after the primer has fully dried you need to get some very fine sand paper I’d recommend maybe a 600 or 800 grit use this paper wet by dipping it in water sand the primer to make very smooth and the area about 6 inches around the repair so the new paint will stick. Now you are ready for the finish paint, spray the whole area you wet sanded to blend it all in, spray several thin coats letting it flash off between coats til you have desired cover. If you put it on heavy the paint will run, I would also recommend painting at 70 degrees or above. Good luck, I also recommend if the car has been waxed use a wax remover and dewax the whole area that will be painted because new paint will not stick to any wax that may still be present and you’ll have a poor paint job,then clear coat the whole repair
