when repairing corrosion damage on a vehicle, what is the best method to remove the rust?

sandpaper, grinder or cutting shears really depends on how much it is.. light rust sandpaper grinder heavy cut it out and replace

cut out the panel and replace it.

once you have rust you cant get rid of it you may have to remove the affected panel and weld a new one in place
